The Ministry of Labor and Social Protection of the Russian Federation proposed to limit the term of employment contracts with foreign citizens to two years. The corresponding document has been published on the federal portal of draft normative legal acts.
According to the proposal, employers will enter into contracts "in the framework of targeted recruitment" with foreign citizens who have reached the age of 18 and have a work permit. The work permit will be issued for a period corresponding to the duration of the employment contract, but not exceeding two years.
In case of early termination of the contract, the foreign citizen must leave Russia within 30 days if a new contract is not concluded with another employer participating in the targeted recruitment. Additionally, if a work permit is obtained, the foreign worker must provide documents confirming knowledge of the Russian language, Russian history, and the basics of legislation within 30 days.
It is worth recalling that the Russian Ministry of Labor plans to create a public-law company for the targeted recruitment of foreign citizens. This structure will act as a personnel center for Russian companies intending to hire migrants for temporary work in Russia.
