The State Duma of the Russian Federation will investigate violations in universities related to Russian language tests for migrants

Chairman of the State Duma of the Russian Federation Vyacheslav Volodin reminded that over the past two years, the parliament has adopted a number of laws aimed at tightening control in the field of migration. According to him, 15 legislative initiatives related to combating illegal migration have already come into force. These include measures for the expulsion of foreign citizens residing in the country illegally, the creation of special registries, a ban on fictitious marriages and adoptions, as well as the confiscation of property associated with the organization of illegal migration.

Special attention has been given to the fight against forged documents and strengthening liability for crimes related to fictitious registration of foreigners. The access of intermediaries to conducting exams for migrants has been prohibited, and mandatory monitoring of Russian language proficiency has been introduced for children of foreigners entering schools, as well as control over the legality of their stay in the country.

Vyacheslav Volodin emphasized that the effectiveness of all these measures directly depends on how they are applied in practice. He also drew attention to the results of an inspection by Rosobrnadzor, which revealed violations in a number of universities that issued certificates to migrants on their knowledge of the Russian language and history. According to the Speaker of the State Duma, after the adoption of the new regulations, the actions of such educational institutions and their employees may now be interpreted as organizing illegal migration — Article 322.1 of the Criminal Code of the Russian Federation, which provides for up to 15 years of imprisonment.

In conclusion, Vyacheslav Volodin stressed that all identified cases must be thoroughly investigated, and those responsible must be held accountable. He also reported that the State Duma has already instructed the Committee on Security and Anti-Corruption to place this situation under parliamentary oversight.
