The deadline for replacing foreign driver's licenses with Russian ones is approaching—those who obtained citizenship or a residence permit before April 1, 2024, have one week left to obtain a Russian license.
An exception is made only for Belarusian citizens, as well as Russians holding Belarusian licenses—the ban does not apply to them.
Until now, both Russians and foreigners could freely drive personal vehicles with national licenses, but the traffic police had no way to verify the authenticity of such documents or confirm that drivers had undergone proper training.
Throughout 2024, drivers had the opportunity to exchange their licenses under a simplified procedure—without exams. However, this option was only available to those who obtained a residence permit or citizenship before April 2024, or to Russians who entered the country before that date. More than 400,000 people took advantage of this opportunity.
After April 1, 2025, the exchange process will become more difficult—passing exams will be mandatory to obtain a Russian license. Holders of categories A, B, and M will only need to pass a theoretical test, without the requirement to attend a driving school. However, for those with categories C and D on their licenses, completing a full training course and passing a practical driving test in the city will be mandatory.
