The Ministry of Labor and Social Protection of the Russian Federation proposes the establishment of a public-law company (PLC), which will be responsible for organizing targeted attraction of foreign workers and refining mechanisms to enhance the protection of employers. The draft amendments have been published on the portal of regulatory legal acts.
The Russian Ministry of Labor stated that the PLC will act as a personnel center for Russian companies, collaborating with them and selecting personnel. The operator will be accountable to the relevant executive authority.
Additionally, the law proposes to introduce an article stating that targeted organized recruitment will become a priority mechanism for the employment of foreigners.
The temporary status of a foreign worker will depend on the validity period of the work permit, which will be issued for the duration of the employment contract and will not exceed two years.
The Russian Ministry of Labor proposes that in the event of termination of the employment contract with a foreign worker recruited through targeted recruitment, they must leave Russia within 30 days or enter into a new contract with another employer.
The Russian Ministry of Labor expects that 1,000 employers will join their initiative, and by 2025, 25,000 people will be employed, and by 2030, 300,000 employees. These steps are being taken to reduce illegal migration to Russia.
