Employers providing services to foreigners listed in the registry of controlled persons risk facing severe fines. According to the Russian Ministry of Internal Affairs (MVD), such actions, including the provision of educational services, are considered an administrative offense.
Before hiring a foreign citizen, employers are required to verify their status using a special service. This requires entering the candidate’s personal data—surname, first name, patronymic (if applicable), date of birth, and identity document details. The system will then indicate whether the person is listed in the registry of controlled persons.
It is worth noting that new measures regarding illegally residing foreigners took effect in Russia on February 5. These individuals are automatically included in the registry, leading to a range of restrictions. They are now prohibited from changing their place of residence without MVD approval, traveling outside their registered region, driving vehicles, acquiring property, registering real estate, opening bank accounts, and conducting financial transactions. These measures are part of amendments to the law “On the Legal Status of Foreign Citizens in the Russian Federation,” approved in August 2024, aimed at tightening control over migration processes in the country.
