The Ministry of Labor and Social Protection of the Russian Federation is developing a draft law that will introduce changes to the process of hiring foreign labor migrants. According to the innovations, a foreign citizen will be required to obtain a special document confirming the right to employment in Russia.
The goal of the proposed draft law is to prevent situations where labor migrants, upon arrival in Russia as part of an organized recruitment, refuse to work in their specialty. In case of violation of this rule, the foreign worker will have to leave Russia within 15 days, explained the Ministry of Labor of the Russian Federation.
The new regulations will apply to both labor migrants from visa and visa-free countries. The initiative has received support in the State Duma Committee on Labor and Social Policy, expressing the opinion that Russia needs to develop a state migration policy focused on "demand-driven labor migration." The State Duma Committee on Economic Policy also expressed support for this draft law.
It is worth noting that according to forecasts, by 2030, the number of labor migrants in Russia will reach 3.5 million people. Representatives of the Ministry of Labor of the Russian Federation stated that there is a significant demand for foreign workers in the retail trade, transport, services, and construction sectors.
