The Federal Service for Technical and Export Control of Russia published the related document which embraces critical networks and information systems of government agencies, credit organizations, defense, fuel and nuclear industries and energy.
The document was prepared on behalf of the President of Russia Vladimir Putin. The head of state instructed to ensure "technological independence and security through the use of mainly domestic software."
Now the law on the safety of critical infrastructure, which entered into force on January 1, 2018, obliges such property owners to inform the FSB (security service) about cyber incidents, and also provides for criminal liability for improper operation of objects.
Russia began its import substitution policy in the field of IT in 2015 against the backdrop of Western sanctions. Since 2015, the share of domestic software in procurement by government agencies has increased from 20 to 65%.
