The rules for recognizing a foreign citizen as a native speaker of the Russian language have been approved

The interview is conducted by the committee for the recognition of a foreign citizen or stateless person by a native speaker of the Russian language formed by the Ministry of Internal Affairs of Russia or its territorial subdivisions on the basis of an application for recognition of a foreign citizen as a Russian language carrier that must be submitted at the place of residence of a foreign citizen.

The duration of the interview cannot be more than 30 minutes and is documented by the corresponding minutes.

Based on the results of the interview, a decision must be made on recognizing a foreign citizen or stateless person as a native speaker of the Russian language or an extract from the minutes on the non-recognition of a foreign citizen as a native speaker of the Russian language.

A foreign citizen who is not recognized as a native speaker of the Russian language has the right to apply again, but not earlier than one year after the previous decision.

The Order also sets out the requirements for the application form and the requirements for specialists who are members of the committee.

The previous Order of the Federal Migration Service of Russia of 26.05.2014 N 379 was declared invalid from November 25, 2017.
