A bill on additional restrictions on the use of reproductive technologies has been submitted to the State Duma of the Russian Federation. According to the document, only married citizens or a single Russian woman will be able to use the institute of surrogate motherhood on the territory of Russia.
The authors of the document were Deputy Chairmen of the State Duma Pyotr Tolstoy and Anna Kuznetsova, Chairman of the Security and Anti-Corruption Committee Vasily Piskarev, as well as Senator Margarita Pavlova. The authors of the initiative recalled that “cases of death and trafficking in children born to surrogate mothers for foreign citizens and stateless persons came to the attention of law enforcement officers”.
“With this bill, we support those Russians - potential parents who would like, but cannot have children for medical reasons, and we protect the rights of children born to surrogate mothers. Foreigners will be prohibited from using the surrogacy service in Russia. Only a citizen of the Russian Federation can become a surrogate mother, ”Vasily Piskarev explained the essence of the bill.
In accordance with the document, the child acquires the citizenship of the Russian Federation by birth if none of the potential parents is a citizen of Russia. Vasily Piskarev noted that "this ensures the possibility of further control over the fate of the said child by the relevant authorities of the Russian Federation in order to prevent offenses or restore violated rights of the child."
