The State Duma of the Russian Federation approved in the first reading a draft law that provides for a new scheme for labor migration: foreign citizens will be able to work under a single patent in two neighboring regions at once—Moscow and the Moscow Region, as well as St. Petersburg and the Leningrad Region.
The essence of the initiative is to allow migrants who have obtained a patent in one of these regions to work in the other without the need to obtain a second permit. Employers will also receive the same right—they will be able to hire workers with a patent issued in another region, provided there is a relevant interregional agreement, according to RIA Novosti.
Such agreements will be concluded by the heads of the specified regions, and only on this basis will foreigners be allowed to legally work in two administrative territories simultaneously. The draft law retains control mechanisms: employers will be required to notify the Ministry of Internal Affairs of the Russian Federation about the workplaces of migrants if the labor activity is carried out in both regions.
