The Government of the Russian Federation has submitted a bill to the State Duma that will allow migrants to officially work in two regions with a single work permit. If the amendments are adopted, the new rules will take effect on September 1, 2025.
The explanatory note states that the initiative is driven by the close economic ties between these regions and existing migration statistics. For instance, up to 15% of foreign citizens who obtain a work permit in the Moscow Region are officially registered in the capital, while about 8% of migrants receiving documents in Moscow are listed in the region.
Earlier, it was reported that the Russian Ministry of Finance proposed expanding the geographic scope of work permits, as many foreigners prefer to work without obtaining a second permit due to existing restrictions. The ministry believes that before extending the initiative to other regions, its effectiveness should first be assessed in the pilot areas.
