A package of bills aimed at tightening rental requirements for migrants and introducing fines for violations has been submitted to the State Duma of the Russian Federation for consideration. The proposed amendments are set to be introduced into the Civil Code of the Russian Federation and the Code of Administrative Offenses.
Failure to comply with the new rules will result in fines: up to 5,000 rubles for individuals, up to 30,000 rubles for individual entrepreneurs, and up to 300,000 rubles for legal entities. In case of repeated violations, the fines will increase to 10,000 rubles, 50,000 rubles, and 500,000 rubles, respectively.
Lawmakers note that the initiative was developed in response to numerous complaints from Russian citizens about disorderly conduct by migrants. According to the authors of the bill, these measures will help property owners control tenants, reduce social tensions, and prevent the emergence of so-called "rubber apartments."
