The Federal Service for Supervision in Education and Science will complete the development of test assignments for assessing migrant children’s knowledge of the Russian language by mid-March.
Head of Rosobrnadzor Anzor Muzaev stated that the test will include a “satisfactory” grade, indicating successful completion. This will be a mandatory requirement for admission to Russian schools.
The test will assess several key aspects: listening comprehension, oral communication skills, reading, writing, and knowledge of vocabulary and grammar. According to Rosobrnadzor, these sections will form the basis of the exam for students from grades 2 to 11.
Deputy Head of the Service Igor Kruglinsky noted that each section will be evaluated separately, but the greatest weight in the final result will be given to communication skills—speaking and listening.
Earlier, it was reported that after criticism from the State Duma of the Russian Federation, Rosobrnadzor decided to revise the project on assessing the Russian language proficiency of foreign children.
In December 2024, Russian President Vladimir Putin supported an initiative prohibiting the admission of migrant children who do not speak Russian into educational institutions. The new regulation will take effect on April 1, 2025. Before enrollment, the student’s language proficiency and legal status in the country will be verified. The testing will be conducted by state and municipal educational institutions, with methodological support provided by Rosobrnadzor.
