The official website of the Russian Ministry of Internal Affairs has launched a registry of controlled persons, which includes data on migrants who have violated the established rules of stay in the country.
The request can be made in both Cyrillic and Latin script, and a step-by-step guide on the website explains all possible data entry options. After filling out the form, the system instantly provides the result.
As of February 5, a new procedure for deporting migrants who are in the country illegally has come into effect in Russia. All individuals falling into this category will be added to the registry of controlled persons. The information in the registry is updated every four hours.
The grounds for including foreigners in this list include various factors, such as the expiration of temporary stay, annulment of a residence permit, work contract, or work permit, illegal border crossing, or a court-issued conviction. Additionally, individuals transferred to Russia under the readmission procedure may be included if they lack legal grounds for staying in the country.
The rules for placing information in the registry were approved in December 2024 by a decree of the Russian government. At the same time, administrative fines were introduced for assisting foreigners included in the list: from 2,000 to 5,000 rubles for individuals and up to 500,000 rubles for legal entities.
According to the Russian Ministry of Internal Affairs, as of 2024, there were approximately 630,000 illegal migrants in Russia.
