The State Duma of the Russian Federation continues its active work on improving migration legislation, stated Chairman Vyacheslav Volodin.
One of the key initiatives is a proposal to introduce mandatory confirmation of Russian language proficiency for migrant children when enrolling in schools. Vyacheslav Volodin emphasized that the corresponding bill is planned to be submitted for consideration next week.
Additionally, the deputies proposed:
- requiring labor migrants to pass an oral Russian language exam;
- strengthening control over the examination process, including mandatory video recording;
- establishing language proficiency levels depending on the profession;
- forming a closed list of state institutions authorized to conduct exams;
- regularly updating examination materials and ensuring strict state oversight.
Vyacheslav Volodin also highlighted the importance of creating clear criteria for regulating labor migration. The proposals include:
- determining labor market needs in terms of the number and qualifications of workers;
- setting strict rules for migrants' stay under the supervision of employers, including full identification;
- transitioning to biometric data collection for all foreign nationals.
Special attention is being given to the list of professions allowing migrants to obtain a residence permit through a simplified procedure. The Chairman stressed that this list should be formed with the utmost responsibility.
Vyacheslav Volodin also stated that social sectors such as education, healthcare, and childcare must remain the responsibility of Russian citizens. “We consider it unacceptable to employ migrants in these areas,” the Chairman noted.
In conclusion, Vyacheslav Volodin emphasized that improving migration legislation is a priority, and the new measures should enhance control and integration of migrants into Russian society.
