"By mid-November, deputies plan to review the entire package of bills aimed at countering illegal migration"

The State Duma of the Russian Federation reviewed four bills aimed at combating illegal migration in the second and third readings at a plenary session.

Among the documents considered was a bill proposing that crimes committed by individuals illegally present on Russian territory be classified as aggravating circumstances. Additionally, it suggests harsher penalties for organizing illegal migration—ranging from 8 to 15 years of imprisonment, with a possible fine of up to 5 million rubles and a ban on holding certain positions. Currently, the maximum penalty under these articles is 7 years of imprisonment.

The bills also introduce liability for forging and distributing fake documents, as well as for fictitious registration of foreigners, with a penalty of up to 6 years in prison. It is also proposed to implement out-of-court blocking of websites offering illegal services to migrants and to prohibit intermediary organizations from administering exams for migrants.

State Duma Chairman Vyacheslav Volodin added that the entire package of measures to counter illegal migration is expected to be adopted by mid-November.
