"The documents will be adopted as a priority by December of this year"

 

The State Duma of the Russian Federation has submitted a series of legislative initiatives aimed at improving migration policy to the relevant committees for review. Chairman of the State Duma Vyacheslav Volodin emphasized that these proposals will be considered as a priority and must be adopted by the end of the year.

According to Vyacheslav Volodin, the purpose of these changes is to establish order in the field of migration, make it transparent, and tighten responsibility for violations of the law. The Chairman of the State Duma noted that key measures include increasing penalties for crimes related to illegal migration and ensuring that migrants respect Russian culture and laws, while also learning the language and history of the country.

"For those who break the rules, the punishments must be strict, both for the migrants themselves and for those who assist them," Volodin said.

The first document introduces a rule that crimes committed by illegal migrants will be considered aggravating circumstances during sentencing. This provision will be added to Article 63 of the Criminal Code of the Russian Federation.

The second bill proposes tightening the penalties for organizing illegal migration, particularly when committed by an organized group or in preparation for serious crimes. Punishments could range from 5 to 15 years in prison, fines of up to 5 million rubles, and disqualification from holding certain positions.

The third document addresses stricter penalties for forgery and trafficking in fake documents, as well as for crimes related to the fraudulent registration of migrants. Legal entities could face imprisonment from 2 to 6 years and fines ranging from 5 to 60 million rubles, with asset confiscation.

The fourth bill will allow for the extrajudicial blocking of websites offering illegal migration services, enabling rapid intervention in such violations. According to the explanatory note, this information will be added to the list of banned resources.

The fifth document proposes a complete ban on intermediary organizations participating in the examination process for migrants.

Vyacheslav Volodin stated that these initiatives have been supported by more than 350 deputies and will be passed in the near future.

The Chairman of the State Duma noted that, according to the Ministry of Internal Affairs of the Russian Federation, the number of crimes related to organizing illegal migration increased by 79.6% in 2023.
