On January 4, 2024, Russian President Vladimir Putin signed a series of decrees outlining a simplified procedure for granting Russian citizenship to certain categories of individuals.
According to the President's decree, foreigners are not required to take exams on the Russian language, Russian history, and the fundamentals of Russian legislation. They are also exempt from the requirement of permanent residence in Russia based on a residence permit for 5 years. Previously, only foreigners who signed a 5-year contract with the Ministry of Defense of the Russian Federation had the simplified procedure for obtaining citizenship.
In addition, Vladimir Putin signed a decree allowing stateless individuals and Ukrainians who lived in Crimea or Sevastopol before 2014 to apply for Russian citizenship. The simplified conditions for obtaining citizenship also apply to citizens of Afghanistan, Iraq, Yemen, and Syria who were born on the territory of the RSFSR and had former USSR citizenship.
