The government of the Russian Federation has changed the rules for the migration registration of foreign citizens

The Russian government has changed the rules for the migration registration of foreign citizens and stateless individuals. The corresponding decree came into force on October 26.

Now foreigners will be able to independently notify the internal affairs authorities of their arrival in Russia. Until now, this was done only by the receiving party. A foreign citizen can submit a notice of arrival and the necessary documents by contacting the territorial office of the Ministry of Internal Affairs of the Russian Federation or by using the "Gosuslugi" portal.

In the electronic version, it is stipulated that both the foreigner and the Russian citizen owning the apartment where the foreigner plans to reside must have personal accounts on "Gosuslugi." In this case, the foreigner must obtain the owner's consent to reside and attach the corresponding file to the notice of arrival.

In the case of a lease agreement, a foreigner can personally inform the Ministry of Internal Affairs of his arrival. This option is also available for submitting a notice through the "Gosuslugi" portal, with the mandatory attachment of the lease agreement.

If a foreigner requires a visa, he can inform about his arrival independently by providing the address of the place of residence specified in the visa invitation.

As a reminder, earlier the Ministry of Internal Affairs of the Russian Federation proposed changes to the process of registering foreign citizens for migration registration, introducing a unified period, increasing it from 7 to 30 days. The mandatory condition of registration within one working day is retained, for example, if a foreigner temporarily resides in a hotel or is employed on a rotational basis.
