The Russian State Duma is considering the possibility of expanding the scope of individuals subject to mandatory genomic registration.
Deputies have proposed making corresponding amendments to legislation. According to the authors' proposal, foreign citizens and stateless individuals arriving in the country for an extended period for employment, education, or residency must undergo genomic registration. The list may include individuals staying in Russia for more than 90 days whose purposes are unrelated to employment, as well as foreigners residing illegally or violating legislation falling under the scope of international readmission agreements.
Deputies believe that such changes will enhance the effectiveness of solving crimes committed by foreign citizens in Russia.
The Prosecutor General's Office emphasizes the need to consider this issue comprehensively, as currently, mandatory genetic analyses are provided by migrants who have already committed a crime. It is essential to take into account the volume of the influx of foreign citizens into the Russian Federation: in January-February 2023 alone, more than 367,000 notifications of labor contracts were received, and around 268,000 patents were issued to stateless individuals, according to the Prosecutor General's Office.
