From October 28, 2023, foreign citizens will have the opportunity to independently submit a notification of their arrival to the Russian Ministry of Internal Affairs (MVD) if they and the homeowner have accounts on the "Gosuslugi" portal. Through this portal, they can also provide information about their underage children.
The Russian MVD has developed amendments to the rules of migration registration to bring them in line with legislation. Foreign citizens with an account on the "Gosuslugi" portal will be required to submit the following documents electronically when filing an arrival notification:
- Copies of identification documents for the foreign citizen and their children under 18 years old;
- Copy of the document confirming the host's ownership of the residence;
- Copies of migration cards;
- Copies of documents confirming family relationships, with translations into Russian.
When concluding a lease agreement for residential premises, in addition to providing personal documents, a copy of the agreement and the host's passport will also be required.
If a visa foreigner resides at the address indicated in the invitation letter, they must personally visit the Russian MVD and provide copies of their identification, migration card, and the invitation letter. They will also need to provide a copy of the document confirming the host's ownership of the residence.
The aim of simplifying the migration registration procedure is to facilitate the legalization of law-abiding foreign citizens, as emphasized by Anatoly Vyborny, the Deputy Chairman of the State Duma Committee on Security and Corruption Counteraction. It is essential to avoid extremes, as migration control issues are always critical to national security.
The Russian MVD proposes to make changes to the rules of migration registration, requiring foreigners or hosting parties to provide their phone numbers when submitting the arrival notification. This will enable the authorities to provide foreigners with necessary information promptly. Currently, foreigners provide their personal data, purpose and date of entry, occupation, duration, and address of stay in Russia, as well as the migration card number in the notification.
The document also clarifies the registration period for foreigners working under a patent. They can now complete this within one year from the date of patent issuance.
According to statistical data from the Russian MVD, from January to June 2023, 7,455,001 individuals registered for migration, which is 610,082 less than the same period last year. During this time, foreigners were issued 1,260,194 patents for work, and employers concluded 1,014,776 employment contracts with them. Additionally, 204,988 individuals acquired Russian citizenship, while 78,161 foreigners were banned from entering Russia.
