The Russian Ministry of Foreign Affairs has developed a draft order defining the procedure for Russian citizens to notify government authorities about obtaining residence permits or citizenship of other countries.
Notification to Russian government agencies will be carried out through embassies and consulates. A Russian citizen or their representative with a notarized power of attorney will be able to submit the notification. If the citizen has not yet reached the age of majority or is declared legally incapacitated, the obligation to submit the notification falls on their legal representative. The notification must be submitted within 60 days after obtaining residence permits or citizenship of another country.
It is planned that the order will come into effect on October 26. The new procedure is established in connection with the adoption of the Federal Law "On Russian Citizenship." The obligation to notify about obtaining foreign documents is stipulated in Article 11 of this law. Currently, citizens permanently residing abroad are exempt from this obligation. If they return to Russia, they are given 30 days to notify the Russian Ministry of Internal Affairs at their place of residence.
