For foreigners who came to study in Russia, a new document to legalize their stay will be introduced. This is a temporary residence permit for educational purposes. The corresponding package of bills is being developed by the Ministry of Internal Affairs.
The document will be issued to the foreigner upon his application, if he has confirmation of enrollment in a state educational or scientific institution for the period of study and the next 180 calendar days.
Foreigners applying for a temporary residence permit for education are planned to be exempted from proof of Russian language proficiency, knowledge of Russian history and the fundamentals of the country's laws, as well as from the obligation to confirm their residence in Russia annually. Within 3 years after graduation, this category of persons will be able to obtain a residence permit in Russia in a simplified manner.
Currently, foreign students in Russia receive a temporary residence permit on a common basis within the established quota. At the same time, this quota is significantly less than the number of foreigners wishing to obtain a temporary residence permit in Russia.
It is planned to introduce the new rules in July 2021.
