The Kremlin’s website published instructions from Vladimir Putin to implement the concept of state migration policy for 2019–2025. The President believes that point-based changes cannot be solved, therefore reforms are needed.
- make a residence permit in Russia the main status, after which a foreigner can apply for citizenship;
- exclude a temporary residence permit, which currently is allocated according to quotas;
- allow the special committee to consider materials on the abolition of resolutions on admission to Russian citizenship;
- establish a single migration regime for long-term stays (more than 90 days a year) for foreign citizens who do not need to obtain a visa to enter Russia;
- for foreign citizens who wish to obtain the right to a long stay in Russia, the mandatory conditions will be to have an account in the state information system with biometric data, no dangerous infectious diseases and receive a single document with an electronic information carrier;
- employers who want to hire foreign citizens are obliged to post information about this in the state information system.
In addition, Vladimir Putin proposes to establish three types of citizenship: general, simplified and special. General by default applies to all foreigners; simplified - to people from countries “close to us in a sociocultural sense”; a special procedure will be applied in cases where the decision on admission to citizenship “requires an assessment of non-obvious facts” and special procedures.
The basis for ensuring the functioning of these rules should be a single information platform.
