The Ministry of Internal Affairs of the Russian Federation has announced who will lose their foreign driver's licenses in 2025. Foreign driver's licenses will become invalid for those who have obtained Russian citizenship, a residence permit, or a temporary residence permit, provided one year has passed since these changes by April 1, 2025.
As clarified by the Ministry of Internal Affairs, this regulation was introduced in April 2024 and now stipulates that foreign licenses will lose their validity one year after the change in status. Drivers using such licenses beyond this period may face a fine of up to 15,000 rubles and temporary suspension from driving until the license is replaced.
Additionally, the ministry reminded that driver's licenses that expired between January 1 and December 31, 2022, must be replaced no later than three years after their expiration date. Otherwise, these licenses will be deemed invalid within Russia.
