"Currently, the automated simplified regime is operating as an experiment in four regions of Russia"

The Federal Tax Service of the Russian Federation and the Ministry of Finance of the Russian Federation are developing a draft law that provides for the implementation of an automated simplified taxation system (ASTS) for entrepreneurs. According to the document, starting from 2024, entrepreneurs will be able to use this system, including its application for conducting business through online platforms, as stated by the head of the Federal Tax Service of the Russian Federation, Daniil Egorov.

From July 1, 2022, ASTS has been launched in an experimental mode in four regions: Moscow, Moscow Oblast, Tatarstan, and Kaluga Oblast. To switch to this system, a company or individual entrepreneur must have no more than 5 employees, and the annual income of the business should not exceed 60 million rubles. It is also necessary to pay salaries in a non-cash manner and not apply other special tax regimes. In this case, entrepreneurs are not required to keep records of income and expenses, as well as calculate taxes, as this will be done automatically by the Federal Tax Service based on data from cash registers, banks, and the taxpayer's personal account. Calculation and payment of salaries and personal income tax will be handled by the bank managing the entrepreneur's settlement account.

Currently, marketplaces are prohibited from using ASTS. The head of the Federal Tax Service of the Russian Federation noted that the proposed draft law will lift this restriction and extend the special tax regime to online platforms. It is expected that entrepreneurs will be able to switch to ASTS within the calendar year, and each region will independently decide whether to implement this regime within its territory.

Prime Minister of the Russian Federation, Mikhail Mishustin, emphasized that reducing the administrative burden on entrepreneurs and relieving them of excessive reporting are important tasks. He emphasized that ASTS can be particularly beneficial for businesses in Russian regions where micro-enterprises are widespread.
