Migrants from the near abroad can be allowed to work as drivers in Russia without retraining, taking exams at the State Traffic Safety Inspectorate and obtaining a driver's license according to the Russian standards.
This is an amendment to the law on road safety. Recall that one of the most high-profile articles of this law prohibited hiring foreign drivers with their national driving licenses. To work as a driver in Russia, it was required to have Russian drivers license.
Foreign drivers have only two options: either to exchange their national driving license for Russian by passing the examination for knowledge of traffic rules or to pass training, pass all examinations and obtain Russian drivers license. The first option concerned only those drivers whose drivers license is in compliance with the UN Convention on Road Traffic. Unfortunately, drivers license of neighboring states in most cases do not correspond to these requirements.
An exception was made for Belarus, in view of the fact that Russia and Belarus formed a Union State.
The project law of the Ministry of Internal Affairs proposes to allow for the hiring of drivers of all countries that are members of the Eurasian Economic Union.
