Order of the Ministry of Internal Affairs of Russia dated 04.09.2017, N 700 established that a written proposal for the entry to Russia of highly qualified specialists must be in Russian on the letterhead of a company that is an employer or customer of works (services).
The invitation must contain information on the position for which a foreign citizen or stateless person is invited who has declared himself a highly qualified specialist, as well as the basic working conditions and social guarantees contained in the draft employment contract that is planned to be concluded.
Also, the procedure for the cooperation between the Russian Ministry of Internal Affairs and diplomatic missions or consular offices of Russia in the process of registration of an ordinary business visa for a foreign citizen or stateless person has been determined.
