Boris Titov, authorized by the President of the Russian Federation for the protection of the rights of entrepreneurs, proposed replacing fines to organizations and individual entrepreneurship employers for non-compliance with the requirement to vaccinate employees in Moscow with warnings.
“An entrepreneur cannot influence his employee, except for the not entirely legal and unfair threat of dismissal. I advocate warnings from the inspection authorities, fines are possible only in exceptional cases when there is a disregard and reckless attitude towards their staff, "Titov said.
However, the Commissioner for the Protection of the Rights of Entrepreneurs under the President of the Russian Federation does not reject the fact that the only protection of life and health is urgent vaccination.
