The State Duma of the Russian Federation in the third reading adopted amendments to Part 1 of the Civil Code of the Russian Federation. Changes to the document were initiated by the President of the Russian Federation Vladimir Putin.

“This is a kind of systematization of norms and putting things in order in the legislation on real estate. The first chapter offers a description of the main real estate objects, the rules for their occurrence, changes, etc., the second chapter contains the rules of ownership of these real estate objects, "explained Pavel Krasheninnikov, chairman of the Committee on State Construction and Legislation.

Also, the law provides a characteristic of buildings and structures as real estate objects created precisely as a result of construction.

The amendment should stop disputes between property owners and tax authorities when the latter classify heavy industrial equipment as real estate and tax such property as real estate.

In the event of systematic violations by the owner of the premises of the rights of neighbors or when committing actions entailing the destruction of such premises, he must be warned by the authorized body about the need to eliminate such violations - otherwise, the premises may be sold at an auction by a court decision with advising payment of its value to the owner.

The main provisions of the law will come into force on March 1, 2023.
