"Under this article, violators face a fine of 10 thousand rubles"

A bill has been submitted to the State Duma of the Russian Federation for consideration, according to which it is planned to supplement the Code of Administrative Offenses of Art. 8.50 and provide for the possibility of bringing to responsibility the owners of pets who do not comply with the requirements for their maintenance.

The requirements for keeping animals are established by Art. 9 and 13 of the Federal Law "On the Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation". Owners must ensure proper care of their pets, provide them with veterinary assistance in a timely manner, prevent the animal from walking outside the places permitted by the decision of the local government for walking animals, etc.

The projected article provides for the issuance of a warning and the imposition of an administrative fine for individuals in the amount of 500 to 1.5 thousand rubles, for individual entrepreneurs - from 3 to 5 thousand rubles. For a repeated violation for individuals, the fine will be from 1.5 to 3 thousand rubles, for individual entrepreneurs - from 5 to 10 thousand rubles.

In the explanatory note to the document, it is noted that in a number of constituent entities of the Russian Federation in the first quarter of 2021, numerous appeals to state authorities were recorded for improper maintenance of pets, including in terms of walking them without observing safety for others. According to the authors of the bill, the application of liability measures for unscrupulous animal owners can act as an effective preventive measure and ensure a reduction in the number of offenses in this area.
