In 2022–2023, all-Russian compulsory public television channels will be able to receive funding for the purchase and installation of new equipment for showing content with subtitles. The rules for the provision of subsidies were approved by the Chairman of the Government of the Russian Federation Mikhail Mishustin.

The document deals with software and hardware systems that allow broadcasting closed captioning. Such subtitles can be turned on if necessary, but in normal mode they remain invisible.

It should be noted that at present closed captioning is used on 8 TV channels with the maximum coverage of the viewer audience. These are Channel One, Russia 1, Match TV, NTV Television Company, Petersburg - Channel Five, Russia K, TV Center and the Karusel TV channel. Special equipment for them was purchased in 2016-2017, now it needs to be replaced due to the expiration of its service life.
