Collectors will be attracted to collect debts for housing and communal services. The Russian Association for Water Supply and Sanitation (RAVV) approached the Ministry of Construction with such an initiative. The ministry is ready to support the relevant amendments to the legislation.
The Ministry of Construction has prepared amendments to the bill, which provide for the possibility of attracting collectors to collect debts for housing and communal services. The document has been sent for approval to the federal authorities.
RAVV in its appeal noted that the services of collectors will cost less than the creation of additional divisions and staff units based on utilities.
According to Rosstat, in January-March, debts for housing and communal services reached 1.33 trillion. rub. This amount includes debts of industry, budgetary organizations and citizens. The absence of penalties during the pandemic reduced the collection rate from 90 to 60%. The volume of debts offered for collection under the agency scheme, according to the results of the first quarter, amounted to 145 billion rubles.
