The Ministry of Transport of the Russian Federation intends to tighten the requirements for photographing vehicles at maintenance points to combat fraudsters in the field of technical inspection.
According to the draft order of the ministry, before the start of the check, the vehicle must be visible from the front and from the side at the same time, and a full-length technical expert must stand nearby, facing the camera. The second shot at the end of the check is with a similar composition, only a rear view. It is forbidden to use any photo effects that change both the natural background and the image of the vehicle and the expert. Files should not be subject to editing, including by changing the exif data (file metadata, including date, camera model, resolution).
The tightening of requirements is caused by an increase in the number of facts of falsification of images and their uploading to the information system of technical inspection of the EAISTO Ministry of Internal Affairs. The police have already opened more than 1400 administrative cases, about 600 cards issued in this way have been canceled.
