According to the draft law, interviews with foreign citizens applying for the status of a native speaker of the Russian language will be conducted according to a unified methodology. It is planned that it will be developed by the Ministry of Internal Affairs of Russia together with the Ministry of Education.

Currently, Russia does not have a unified approach to interviewing citizenship applicants. As a rule, a special committee recognizes how fluently a foreigner speaks Russian, provides the relevant testing and oral interviews. As a result, a certificate can be issued confirming that the person is a native speaker of the Russian language.

The adopted draft law eliminates the need to pass such testing for citizens of Ukraine and Belarus who are fluent in Russian. They will be able to obtain a certificate of a native speaker of the Russian language if there is evidence that they or their ancestors lived on the territory of Russia, the USSR or the Russian Empire (within the borders of modern Russia).

The second draft law also provides for amendments to the law “On Citizenship of the Russian Federation”. Now the deadline for making decisions on applications of foreign citizens applying for Russian citizenship in a simplified manner will be reduced from 6 months to 3.

In some cases, the period for consideration of applications may be extended. Officials can delay the response for 3 months if they need to check the facts from the biography of a foreigner, which may serve as a reason for refusing to grant citizenship of the Russian Federation.
