The Council of Federation proposes to facilitate the visa regime for foreigners entering Russia for medical care.

“There is targeted tourism, within which you can apply for a visa for medical screening, but this is clearly not enough. We propose to remove the unnecessary bureaucratic burden and ease the visa regime for foreigners coming to Russia for specialized medical care (including high-tech medical care), ”said Andrei Turchak, vice-speaker of the Council of Federation.

In addition, amendments to the law "On the Basics of Health Care" have been prepared, providing for the possibility of conducting a physical screening, making a preliminary diagnosis and prescribing medications remotely using telemedicine. According to experts, this would reduce the burden on medical facilities, especially during periods of peak illness.

In the first half of 2019, 530 thousand people visited Russia for medical tourism, which is 230 thousand more than for the whole of 2018. Mostly, citizens of the CIS, China, Denmark, Sweden, Finland, Germany and Israel go to Russia for treatment. The most popular areas are dentistry (44% of patients), gynecology and urology (25%) and plastic surgery (10%).

According to the forecast of the research corporation Oxford Economics, the global medical tourism market will grow by 25% per year and will reach $ 1 trillion by 2025.
