The Ministry of Internal Affairs of the Russian Federation intends to change its approach to attracting foreign workers by proposing a transition to a registry-based model and a system of organized recruitment of labor migrants.
The proposed organized recruitment model assumes that foreign citizens will undergo screening in their home countries before arrival and come to Russia for specific jobs. Instead of the current patent and permit system, a centralized registry of employers and foreign employees is proposed. Employers will be able to submit applications if no suitable candidates are available among Russian citizens, and the demand for migrants will be assessed through regular business surveys conducted by the Ministry of Internal Affairs, the Ministry of Labor, and Rostrud.
This scheme has already been outlined in the new migration policy concept as a key reform direction, with the Ministry of Internal Affairs designated as the main operator of organized recruitment. However, business and trade union representatives are skeptical about the prospects of this model.
Thus, the initiative aims to create a more transparent and manageable labor migration mechanism, but experts warn that excessive centralization of the process could lead to an even more acute labor shortage.
