An experiment has been launched in Moscow and the Moscow region to test a new system for registering migrants, based on the use of a mobile application that records the geolocation of foreign citizens.
The application will serve as a tool for registering visitors who arrived in Russia without a visa and have the right to work with or without a patent. Registration will also apply to those who entered the country for other purposes but later changed their status, as well as foreigners who stayed in the region for more than 90 days. At the same time, exceptions apply to diplomats, their families, holders of service and diplomatic passports, as well as citizens of Belarus.
Registration will be carried out through territorial divisions of the Ministry of Internal Affairs of the Russian Federation. To access state services in the migration sphere, foreigners will need to install the application, give consent to data processing, undergo fingerprinting and photographing, and regularly confirm their actual location. In the event of a change of address, this must be reported through the application within three days.
Deregistration may occur if the system does not receive geolocation data from the migrant’s device for more than three working days. In such cases, information about the individual, if there are no legal grounds for further stay in the country, will be added to the list of controlled persons.
A separate provision of the law establishes the possibility of labor mobility: a migrant who obtained a work patent in one region will be able to work in another, if an agreement is concluded between the respective regions. This right of exchange is granted to Moscow and the Moscow region, as well as Saint Petersburg and the Leningrad region.
