Foreign citizens planning to visit Russia can voluntarily register in advance through the RuID mobile application by submitting biometric data and completing an electronic application.
As part of an ongoing experiment in Russia, new conditions for the entry and exit of foreign citizens are being tested, including for those entering visa-free. These individuals may register in the unified identification system through the RuID application, which is integrated with the state services portal. This step is aimed at gradually transitioning to digital interaction between foreigners and state institutions, which will eventually allow services to be provided entirely in electronic form and simplify many administrative procedures.
For visa-free entry starting June 30, foreigners—including legal representatives of minors or incapacitated persons—can complete an electronic form in the application no later than 72 hours before the trip. The form requires indicating the purpose of the visit, uploading a photo and document scans, and completing voice identification. In emergency situations—such as urgent medical treatment or the death of a close relative—the application may be submitted at least 4 hours before entry.
All data submitted in the application will form the basis for creating a digital profile of the foreign citizen. This profile will have a unique identifier and is expected to eventually replace traditional paper documents, such as a work permit.
